The norm of working time is the number of hours that an employee must work in a month, quarter or year for his working week. According to it, processing is determined, payment is considered in summed accounting and shift schedules are planned.
Formula
The calculation procedure is established by the order of the Ministry of Health and Social Development of Russia from 13.08.2009 No. 588n. It is one for all modes of work - and for five-day, and for a shift schedule.
The norm of hours = hours per week / 5 × working days of the period - 1 hour for each pre-holiday day.
Working days are taken according to the production calendar of the five-day week with weekends on Saturday and Sunday - even if the employee works on six days or shifts.
| Working week | Duration of day | Who's supposed to? |
|---|---|---|
| 40 hours. | 8 hours | General case |
| 36 hours | 7.2 hours | For example, teachers, working with harmful conditions |
| 24 hours. | 4.8 hours | For example, employees under 16 years of age |
Pre-holiday days
The working day before a non-working holiday day is shorter by one hour (Article 95 of the Labor Code). The rule applies for any length of the week: an hour is subtracted at both 36 and 24 hours.
If before the holiday is a day off, there is nothing to reduce: the Friday before the holiday Monday remains a full working day.
Calculation for 2026
In 2026, according to the calendar of the five-day week, 247 working days, of which four are pre-holiday: April 30, May 8, June 11 and November 3.
| Working week | Calculation. | Standard for the year |
|---|---|---|
| 40 hours. | 8 × 247 − 4 | 1 972 hours |
| 36 hours | 7.2 × 247 − 4 | 1 774.4 hours |
| 24 hours. | 4.8 × 247 − 4 | 1 181.6 hours |

Standard for the individual staff member
Calendar rule is general. For a particular person, it is reduced for a time when he or she did not work by law:
- vacation - annual, educational, without saving wages;
- hospital;
- Business trip does not reduce the norm: it is working time.
Decrease the number of hours that would have fallen on the schedule for these days. Hours in excess of the norm are overtime.
Common mistakes
Count on your schedule. With shift work, the norm is still taken according to the five-day calendar, and the actual hours are compared with it for the accounting period.
Forget about the holiday hour. A lost hour turns into underpaid overtime.
Subtract an hour the day before the weekend. Only the day immediately preceding the holiday is shortened.
Consider New Year's holidays working in January. All non-working holidays in January are already excluded from the calendar - the norm of January is always noticeably less than in other months.
Do not count after the postponement of the weekend. The government postpones part of the weekend every year. The number of working days per year does not change, but in some months it changes.
Frequent questions
